Special wrenches are shaped for one particular nut or fitting — valve wrenches, water meter keys, filter wrenches, hook spanners for round nuts. They exist because a general-purpose wrench either cannot reach the part or slips on it. Check that the opening matches the target exactly (1 mm out and it slips), that the steel is tough enough for the torque involved, and that the handle is long enough to apply it.
