A bolt cutter uses long handles to generate very high shear force for cutting bolts, chain, padlocks, rebar and heavy wire. Jaws are chromium-molybdenum steel, through-hardened, in sizes commonly 14"–42"; long-handled models will cut rebar up to roughly 12 mm. Check the maximum cutting diameter (rated by hardness — harder material needs a bigger tool), whether the jaws can be replaced or reground, and whether the handles are tubular steel (cheap hollow handles bend). Never use one on wire rope: strands will fly.
